Welcome to the Directorate of Planning and Finance’s (DPF) Website. On behalf of the directorate, I wish to take this opportunity to introduce you to our website which has been newly established in order to provide electronic link among DPF, the University and the outside world.

The new Directorate for Planning and Finance (DPF) is underlined by the long-established need for integrating the University functions of planning, development, information management, financial mobilization and investments and financial planning and reporting to one management set-up.

DPF as part of the new UDSM 2008 organizational structure has therefore integrated the formal Directorate of Planning and Development (DPD), the Directorate of Resource Mobilisation and Investments ((DIRM) and the Bursar’s Office.

The new UDSM organizational structure is characterized by the need:

• for strategic organs, structures and processes that support the mission, goals and activities of the University;
• to provide the University with high quality policy advice, good-timely information flows, and sound and well-timed decision-making;
• to maximize efforts on matters that add value to the teaching and learning, research, public services and creative activities of the University;
• to ensure that resource allocation and academic planning are linked through a strategic approach to institutional development;
• for devolution/delegation of decision-making powers to appropriate lower level of University structures in the spirit of coordinated decentralization;
• for budget transparency and frugality in the use of allocated resources;
• for simple, responsive, efficient and effective organizational structures and processes.

At the corporate level, the new UDSM 2008 Organizational Structure has restructured corporate level directorates for coordinating and supporting the core mission activities of the University within the framework of coordinated decentralization. The Directorate of Planning and Finance is one of the directorates resulting from the restructuring exercise.
